Il m’est agréable de m’adresser à ce grand rassemblement qui se tient à l’occasion de la 27^ème session du Conseil d’Administration du Forum Ministériel Mondial de l’Environnement, issu du Programme des Nations Unies pour l’Environnement, comme je tiens à exprimer ma joie d’être parmi vous aujourd’hui.

Je voudrais, en particulier, adresser mes vifs remerciements et toute ma reconnaissance à Monsieur Achim Steiner, Directeur Exécutif du PNUE, pour l’aimable invitation qu’il m’a adressée en vue de participer aux travaux de cette importante session. Je tiens également à exprimer mes remerciements sincères au gouvernement et au peuple Kenyan ami pour l’accueil chaleureux et la généreuse hospitalité dont j’ai bénéficié moi-même ainsi que la délégation m’accompagnant, depuis notre arrivée dans cette belle ville, qui accueille tant de rencontres internationales importantes.

Il y a six mois, la communauté internationale s’est réunie pour célébrer le 20^ème anniversaire du Sommet de la Terre, qui s’était tenu à Rio en 1992. C’était donc une occasion propice pour réaffirmer l’engagement en faveur du développement durable et établir une nouvelle feuille de route permettant d’atteindre les objectifs escomptés durant les prochaines années.

La mise en œuvre de ces décisions exige de tous et plus particulièrement de la société civile, davantage de mobilisation, d’engagement et d’actions concertées. Elle requiert également que soient mis en place les mécanismes et les approches appropriés pour la mobilisation des ressources, le partage du savoir-faire et le renforcement des capacités et des compétences dans un esprit de solidarité régionale et internationale renforcée et efficiente.

A cet égard, le Royaume du Maroc, depuis le premier Sommet de Rio, s’est résolument engagé dans la concrétisation des objectifs et des principes du développement durable. Cet engagement, pris au plus haut niveau de l’Etat, trouve son expression tangible dans l’élaboration du projet de Charte Nationale de l’Environnement et du Développement Durable, conformément aux Hautes Orientations de Sa Majesté le Roi Mohammed VI – que Dieu L’assiste.

Ce projet, porté par une loi-cadre, et qui sera bientôt soumis au parlement, a bénéficié d’un large processus de concertation dans toutes les régions du Royaume. La société civile y a joué un rôle de premier plan, en coordination et en concertation avec les pouvoirs publics et les acteurs du secteur privé. De même qu’a été élaboré un projet de loi concernant le littoral marocain qui s’étend sur 3500 kms. Il vise à concilier les exigences fondamentales de protection de l’écosystème de ces côtes, avec les impératifs du développement économique et social que connaît notre pays sous la conduite éclairée de Sa Majesté le Roi Mohammed VI – que Dieu L’assiste.

Dans le même ordre d’idées, j’aimerais rappeler que la nouvelle Constitution du Royaume, qui a été adoptée par le peuple marocain, par référendum le 1^er juillet 2011, accorde la plus haute importance aux questions de l’environnement et du développement durable, en consacrant notamment le droit des citoyennes et des citoyens à vivre dans un environnement sain et à jouir d’un développement durable.

De même, le Conseil Economique et Social a vu ses compétences substantiellement élargies pour englober les questions d’environnement. Les ONG ont désormais la capacité de participer à l’élaboration, à la mise en œuvre et à l’évaluation des politiques de développement, dans le cadre de la démocratie participative. En outre, le nouveau contexte constitutionnel et juridique constitue une véritable force d’impulsion pour les acteurs de la société civile, notamment les associations de protection de l’environnement, dont le nombre s’est sensiblement accru dans notre pays, pour atteindre aujourd’hui plus de 2000.

La Fondation Mohammed VI pour la Protection de l’Environnement, que j’ai l’honneur de présider, a toujours porté un intérêt particulier aux questions d’éducation, de conscientisation et de sensibilisation, en tant qu’éléments clés des différentes stratégies dédiées à la protection de l’environnement et à la réalisation du développement durable.

Partant de là, la Fondation s’est attachée, dans le cadre d’un partenariat constructif avec les pouvoirs publics et le secteur privé, à s’investir dans l’éducation environnementale et l’éveil des consciences, notamment chez les générations montantes, de sorte à conforter la notion d’éco-responsabilité et à renforcer les capacités face aux enjeux liés au développement durable.

En hommage aux efforts déployés par la Fondation dans le domaine de la sensibilisation écologique, et eu égard à la remarquable expérience pionnière qui est la sienne en la matière, le Maroc, comme vous le savez, aura le privilège d’accueillir les assises du septième Congrès mondial de l’Education à l’Environnement, prévues au mois de juin prochain, à Marrakech. Première du genre à se tenir dans un pays arabo-musulman, cette conférence est organisée en coordination entre la Fondation Mohammed VI pour la Protection de l’Environnement et le secrétariat permanent dudit Congrès, et consacrée au thème intitulé : « L’éducation à l’environnement et les enjeux d’une meilleure harmonie ville-campagne ».

Les programmes de la Fondation Mohammed VI pour la Protection de l’Environnement sont axés sur l’éducation à l’environnement et reposent sur un partenariat effectif avec les différentes administrations et établissements publics, les acteurs de la société civile et le secteur privé. Ils s’appuient également sur la coopération fructueuse avec les institutions régionales et internationales spécialisées.

En matière de sensibilisation des citoyens et des opérateurs économiques à la nécessité de préserver et valoriser l’environnement, la Fondation a lancé le programme « Plages propres », ambitieux projet national ayant apporté une réelle contribution à la protection du littoral marocain. Elle a également initié le Programme « Clef Verte », qui est destiné au développement d’un tourisme responsable en récompensant les meilleures initiatives en gestion environnementale dans le secteur de l’hébergement touristique. A ces actions s’ajoute le Programme « Compensation volontaire carbone », qui vise à sensibiliser aux impacts négatifs des émissions de CO2, résultant de l’utilisation des véhicules motorisés.

Dans le même ordre d’idées, et partant de sa volonté d’inciter à l’utilisation des énergies renouvelables, la Fondation a apporté sa contribution au développement du programme d’électrification des écoles rurales au moyen de l’énergie solaire.

Dans le cadre de la préservation du patrimoine naturel, la Fondation concourt à la réalisation du programme de plantations, dont la réhabilitation de la palmeraie historique de Marrakech est un exemple de réussite.

Partant de la volonté qui l’anime de disséminer la culture éco-citoyenne, notamment parmi les enfants et les jeunes, la Fondation, en partenariat avec le Ministère de l’Education nationale, a pris l’initiative de lancer les programmes « Eco-Ecoles » et « Jeunes reporters pour l’environnement ». Ces derniers visent respectivement à ancrer l’éducation à l’environnement dans le cursus scolaire et à permettre aux jeunes de développer et défendre des comportements et des modes de vie respectueux de l’environnement, de réaliser des reportages sur des questions écologiques proches de leur environnement et de participer aux activités de la Fondation Internationale pour l’Education à l’Environnement.

Je tiens, en guise de conclusion, à exprimer à nouveau ma joie de participer aux travaux de cette importante assemblée, et à vous souhaiter plein succès dans vos travaux, dans l’intérêt bien compris de nos pays et de nos peuples qui aspirent à des lendemains meilleurs garantissant les conditions d’un développement durable et de l’exercice d’une citoyenneté responsable.

I wish to express my sincere thanks and gratitude to Mr. Achim Steiner, Executive Director of the United Nations Environment Programme for the invitation he kindly sent me to take part in this important session. I also wish to thank the Government and people of Kenya for the warm welcome and hospitality extended to me and my delegation since we set foot in this beautiful city, which has hosted many important international meetings.

Six months ago, the international community celebrated the twentieth anniversary of the Earth Summit, held in Rio in 1992. This was a suitable opportunity during which the pledge to achieve sustainable development was reaffirmed. A new road map was also developed with a view to achieving this objective in the coming years.

This means all stakeholders, and especially civil society, have to show greater mobilization, undertake further initiatives, pool efforts and adopt suitable mechanisms and approaches to raise funds, exchange experiences and promote skills, in keeping with a strong solidarity-based spirit at the regional and international levels.

Since the first Rio Summit, the Kingdom of Morocco has sought to uphold the principles of sustainable development and achieve its objectives. Reflecting the nation’s will at the highest official level in this regard, my country sought to prepare a draft national charter for the environment and sustainable development, in accordance with the instructions given by His Majesty King Mohammed VI, may God assist him .

A consultative approach has been adopted in the preparation of this project, which will take the form of an outline law that will soon be submitted to parliament. Consultations were held throughout the Kingdom, in which civil society organizations have played a key role, in coordination with the public authorities concerned and private stakeholders. A government bill was also prepared on Morocco’s coastline, which stretches over 3,500 km. The aim is to balance the basic needs for the preservation of coastal ecosystems and the current requirements of economic and social development under the enlightened guidance of His Majesty King Mohammed VI, may God assist him.

It should be pointed out that the Kingdom’s new Constitution, which was endorsed by the Moroccan people through a referendum on July 1^st, 2011, recognizes the particular importance of environmental and sustainable development issues. It thus stipulates that the citizens are entitled to live in a healthy environment and to benefit from sustainable development.

In the same vein, the terms of reference of the Economic and Social Council have been expanded to include environmental issues. Furthermore, and in keeping with the principles of parliamentary democracy, non-governmental organizations now have the right to participate in the preparation, implementation and assessment of development public policies. This new legal and constitutional framework serves as a catalyst for the action of civil society organizations, especially those interested in the preservation of the environment. Their number has increased sharply, standing at more than 2,000 currently.

The Mohammed VI Foundation for the Protection of the Environment, which I am privileged to chair, has been particularly interested in education and sensitization issues. These are key elements in the various strategies we have developed for environmental protection and the achievement of sustainable development.

Hence, partnering with the public authorities and the private sector, the Foundation has been actively engaged in promoting environmental education and raising awareness about ecosystem preservation – especially among younger generations – in order to encourage responsible attitudes and develop skills to rise to the sustainable development challenges.

Given the Foundation’s efforts in the field of environmental awareness as well as its outstanding experience in this regard, Morocco will have the honor to host, next June in Marrakech, the Seventh World Environmental Education Congress. This congress – which will be for the first time held in an Arab or Islamic country – will be organized jointly by the Mohammed VI Foundation for the Protection of the Environment and the World Congress’s Permanent Secretariat, under the theme: Environmental Education in Cities and Rural Areas: Seeking Greater Harmony.

The program of action of the Mohammed VI Foundation for the Protection of the Environment is based on environmental education, on effective partnership with the various public institutions concerned, civil society organizations and the private sector, as well as on fruitful cooperation with regional and international organizations.

As part of ​​sensitizing the citizens and economic operators about the importance of environmental conservation and reclamation, the Foundation launched the « Clean Beaches » program – which has become an ambitious national project that contributes effectively to the protection of the Moroccan coastline – the « Green Key » program, which aims to promote responsible tourism by granting awards for the best environmental management practices in terms of tourist accommodation, and the voluntary carbon offsetting program, which seeks to raise awareness about the adverse effects of carbon emissions due to the use of fossil fuel-based transport means.

Moreover, and in order to encourage the use of renewable energies, the Foundation has sought to contribute to the important program on electrification of rural schools using solar energy.

 As part of preserving the natural heritage, the Foundation contributes to the implementation of a tree-planting program; the protection and restoration of the historical Marrakech oases is one of the successful initiatives undertaken under this program.

To promote environment-friendly attitudes, especially among children and young people, the Foundation has launched in two programs in partnership with the Ministry of National Education, called Eco-Schools and Young Reporters for the Environment.

The first one aims to make environmental education part and parcel of the school curriculum, while the second seeks to enable young people to put forth and defend environment-friendly attitudes and lifestyles, to investigate environmental issues close to their community, and to take part in the activities of the Foundation for Environmental Education.

Before concluding, I should like to say, once again, how delighted I am to participate in this important conference. I wish you every success for the well-being of our countries and of our peoples, who yearn for a better future and for sustainable development based on responsible practices and civic values.

لقـد التـأم المنتظـم الـدولـي قبـل ستـة أشهـر، للاحتفـال بـالذكـرى العشـرين لقمـة الأرض المنعقـدة بـريـو سنـة 1992، وكـانت منـاسبـة سـانحـة، تـم خـلالهـا تـأكيـد الإلتـزام مـن أجـل تحقيـق التنميـة المستـدامـة، ووضـع خـارطـة طـريـق جـديـدة، تمكـن مـن بلـوغ هـذا المبتغـى خـلال السنـوات المقبلـة.

وذلـك ما يتطلـب مـن الجميـع، ولاسيمـا مـن المجتمـع المـدنـي، المـزيـد مـن التعبئـة والمبـادرات الملتـزمـة، وتـوحيـد وتكثيـف الجهـود، مـع اعتمـاد الآليـات والمنـاهـج المـلائمـة، الكفيلـة بحشـد المـوارد وتبـادل الخبـرات، وتـدعيـم الكفـاءات والمهـارات، فـي إطـار تضـامـن جهـوي ودولـي قـوي وفعـال.

وفـي هـذا الصـدد، حـرصـت المملكـة المغـربيـة، منـذ القمـة الأولى لـريـو، علـى الإلتـزام بتحقيـق أهـداف ومبـادئ التنميـة المستـدامـة، مجسـدة إرادتهـا، وفـي أعلـى مستـويـات الـدولـة، فـي إعـداد مشـروع ميثـاق وطنـي للبيئـة والتنميـة المستـدامـة، وذلـك وفـق التـوجيهـات السـاميـة لصـاحـب الجـلالـة الملـك محمـد السـادس، نصـره الله.

وقـد تـميـز إعـداد هـذا المشـروع الـذي يـأخـذ شـكـل قـانـون – إطـار، والـذي سيعـرض قـريبـا علـى البـرلمـان، بـاعتمـاده لمنهجيـة تشـاوريـة، شملـت جميـع جهـات المملكـة، واضطلـع فيهـا المجتمـع المـدنـي بـدور طـلائعـي، بتعـاون وتنسيـق مـع السلطـات العمـوميـة المعنيـة، وكـذلـك مـع فعـاليـات القطـاع الخـاص. كمـا تـم إعـداد مشـروع قـانـون يتعلـق بالسـاحـل المغـربـي، الممتـد علـى 3500 كلـم، يهـدف إلـى التـوفيـق بيـن المتطلبـات الأسـاسيـة لحمـايـة المنظـومـة الإيكـولـوجيـة لهـذا السـاحـل، وضـرورات التنميـة الاقتصـاديـة والاجتمـاعيـة، التـي تشهـدهـا بـلادنـا، تحـت القيـادة النيـرة لصـاحـب الجـلالـة الملـك محمـد السـادس، أيـده الله.

وفـي نفـس السيـاق، أود أن أشيـر إلـى أن الـدستـور الجـديـد للمملكـة، الـذي صـادق عليـه الشعـب المغـربـي، بمـوجـب استفتـاء فـاتـح يـوليـوز 2011، أولـى أهميـة قصـوى لقضـايـا البيئـة والتنميـة المستـدامـة، وذلـك مـن خـلال التنـصيص علـى حـق المـواطنـات والمواطنيـن، فـي العيـش فـي بيئـة سليمـة، وفـي إطـار تنميـة مستدامـة.

كمـا تـم، بصفـة جـوهـريـة، تـوسيـع اختصـاصـات المجلـس الاقتصـادي والاجتمـاعـي ليشمـل قضـايـا البيئـة، وتخـويـل المنظمـات غيـر الحكـوميـة، فـي إطـار الـديمقـراطيـة التشـاركيـة، حـق المسـاهمـة فـي إعـداد، وتفعيـل وتقييـم السيـاسـات العمـوميـة المتعلقـة بـالتنميـة. وقـد أصبـح هـذا الإطـار الـدستـوري والقـانـونـي الجـديـد محفـزا لـدينـاميـة فعـاليـات المجتمـع المـدنـي، وخـاصـة الجمعيـات المهتمـة بالمحـافظـة علـى البيئـة، التـي ارتفـع عـددهـا ببـلادنـا بشكـل ملحوظ ليصـل اليوم إلـى أكثـر مـن 2000 جمعيـة.

إن مـؤسسـة محمـد السـادس لحمـايـة البيئـة، التـي أتشـرف برئـاستهـا، مـا فتئـت تـولـي اهتمـامـا خـاصـا لقضـايـا التـربيـة، والتوعيـة والتحسيـس، بـاعتبارهـا آليـات محـوريـة، فـي إطـار مختلـف الاستـراتيجيـات، المتعلقـة بحمـايـة البيئـة وتحقيـق التنميـة المستـدامـة.

ومـن هـذا المنطلـق، حـرصـت المؤسسـة، فـي إطـار شـراكـة بنـاءة مـع السلطـات العمـوميـة والقطـاع الخـاص، علـى الاستثمـار فـي مجـال التـربيـة البيئيـة، وإذكـاء الحـس الإيكـولـوجـي، خـاصـة لـدى الأجيـال النـاشئـة، بهـدف تـوطيـد الـوعـي بالمسـؤوليـة فـي هـذا المجـال، وتطـويـر الكفـاءات، لمـواجهـة التحـديـات المـرتبطـة بالتنميـة المستـدامـة.

وتقـديـرا لجهـود المـؤسسـة فـي مجـال التـوعيـة البيئيـة، واعتبـارا لتجـربتهـا المتميـزة والـرائـدة فـي هـذا الشـأن، سيكـون للمغـرب، كمـا تعلمـون، شـرف احتضـان فعـاليـات المـؤتمـر العـالمـي السـابـع للتـربيـة البيئيـة، وذلـك فـي غضـون شهـر يـونيـو المقبـل، بمـدينـة مـراكـش. وهـو أول مـؤتمـر ينعقـد فـي بلـد عـربـي وإسـلامـي، ينظـم بتعـاون بيـن مـؤسسـة محمـد السـادس لحمـايـة البيئـة، والأمـانـة الـدائمـة للمـؤتمـر العـالمـي المـذكـور، تحـت شعـار « التـربيـة علـى البيئـة والـرهـانـات مـن أجـل انسجـام أفضـل بيـن المـدن والقـرى ».

إن بـرامـج عمـل مـؤسسـة محمـد السـادس لحمـايـة البيئـة، تقـوم علـى أسـاس التـربيـة البيئيـة، والشـراكـة الفعليـة، مـع مختلـف الإدارات والمـؤسسـات العمـوميـة، وفعـاليـات المجتمـع المـدنـي والقطـاع الخـاص، عـلاوة علـى التعـاون المثمـر مـع المنظمـات الـدوليـة والإقليميـة المختصـة.

ففـي مجـال تحسيـس المـواطنيـن والفـاعليـن الاقتصـادييـن بـأهميـة المحـافظـة علـى البيئـة واستصـلاحهـا، أطلقـت المـؤسسـة كـلا مـن بـرنـامـج  » شـواطـئ نظيفـة »، الـذي ارتقـى إلـى مشـروع وطنـي طمـوح، يسـاهـم بصفـة فعليـة فـي حمـايـة الساحـل المغـربـي ؛ وبـرنامـج « المفتـاح الأخضـر » (Clef verte)، الهـادف إلـى تطـويـر سيـاحـة مسـؤولـة، مـن خـلال مكـافـأة أفضـل مبـادرات التـدبيـر البيئـي، فـي قطـاع الإيـواء السيـاحـي، وكـذا البـرنـامـج الخـاص بـالتعـويـض الطـوعـي للكـربـون (Compensation volontaire carbone) ، الـذي يتـوخـى التحسيـس بشـأن الآثـار السلبيـة لانبعـاث الكـربـون، النـاتـج عـن استعمـال العـربـات ذات المحـرك.

وفـي نفـس السيـاق، وعمـلا علـى التحفيـز لاستعمـال الطـاقـات المتجـددة، اهتمـت المـؤسسـة بـالمسـاهمـة فـي تطـويـر البـرنـامـج الهـام لكهـربـة المـدارس القـرويـة بالطـاقـة الشمسيـة.

وفـي إطـار المحـافظـة علـى التـراث الطبيعـي، تسـاهـم المـؤسسـة فـي إنجـاز بـرنـامـج غـرس الأشجـار، والـذي يعـد استـرجـاع الـواحـات التـاريخيـة بمـراكـش لحيـاتهـا الطبيعيـة وحمـايتهـا، نمـوذجـا لنجـاحـه.

وحـرصـا منهـا علـى إشـاعـة ثقـافـة المـواطنـة الإيكـولـوجيـة، خـاصـة لـدى الصغـار والشبـاب، بـادرت المـؤسسـة، بشـراكـة مـع وزارة التـربيـة الـوطنيـة، بـإطـلاق بـرنـامـجـي « المـدارس الإيكـولـوجيـة »(Eco-écoles) ، و »الصحفييـن الشبـاب مـن أجـل البيئـة » (Jeunes reporters pour l’environnement)، واللـذيـن يهـدفـان علـى التـوالـي، إلـى تـرسيـخ التـربيـة البيئيـة فـي المنـاهـج المـدرسيـة، وإلـى تمكيـن الشبـاب مـن التعبيـر والـدفـاع عـن السلـوكيـات وأنمـاط الحيـاة التـي تحتـرم البيئـة، والتحقيـق فـي قضـايـا بيئيـة قـريبـة مـن محيطهـم، والمشـاركـة فـي أنشطـة « المـؤسسـة الـدوليـة مـن أجـل التـربيـة علـى البيئـة ».

لا يسعنـي، فـي ختـام هـذه الكلمـة، إلا أن أجـدد التعبيـر عـن سـروري بـالمشـاركـة، فـي أشغـال هـذا الجمـع الهـام، متمنيـة لكـم التـوفيـق والسـداد فـي أعمـالكـم، لمـا فيـه خيـر بلـداننـا وشعـوبهـا، التـواقـة إلـى الغـد الأفضـل، وإلـى تنميـة مستـدامـة مـواطنـة ومسـؤولـة.
