Nations-Unies (New York) – Sa Majesté le Roi Mohammed VI, que Dieu L’assiste, a adressé un Message au Sommet Action Climat, qui a ouvert ses travaux lundi au siège de l’ONU à New York, dont lecture a été donnée par SAR la Princesse Lalla Hasnaa, présidente de la Fondation Mohammed VI pour la protection de l’environnement :

« Louange à Dieu, Prière et salut sur le Prophète, Sa famille et Ses compagnons.

Monsieur le Secrétaire Général ;

Excellences ;

Nous rendons un vibrant hommage à Monsieur Antonio Guterres pour l’initiative qu’il a prise d’organiser cet important Sommet.

Assurément, la dégradation de notre environnement est un fait avéré. Il constitue ainsi une menace que nous nous devons d’affronter conjointement.

Pour sa part, le Royaume du Maroc, pays faiblement émetteur de gaz à effet de serre, s’est engagé, au titre de sa Contribution Nationale Déterminée (NDC), à réduire ses émissions de Gaz à effet de serre en 2030 de 42%.

Mieux encore, il a d’ores et déjà lancé un processus inclusif et exhaustif pour pouvoir dépasser ce seuil.

En novembre dernier, Mon pays a décidé de revoir à la hausse ses ambitions en matière d’énergies renouvelables, de manière à atteindre, à l’horizon 2030, 52% de la production nationale d’énergie électrique.

Mesdames et Messieurs,

L’Afrique, qui endure injustement l’impact du changement climatique, doit être une priorité de notre action collective. Ainsi, le 1er Sommet Africain de l’Action, organisé à Marrakech, a enclenché une dynamique sans précèdent, par l’opérationnalisation de deux Commissions « Climat » africaines du Bassin du Congo et de la Région du Sahel.

Outre la « Coalition pour un Accès à l’Énergie Durable », formé conjointement avec l’Éthiopie au profit des pays les moins avancés, notamment en Afrique, le Maroc a lancé, avec ses pays frères du Continent, l’initiative pour l’Adaptation de l’Agriculture Africaine (triple A).

Mesdames et Messieurs,

La Fondation Mohammed VI pour la Protection de l’Environnement a créé, avec ses partenaires, the « African Youth Climate Hub », qui vise à mettre en valeur le leadership, l’innovation et à souligner le rôle positif de la jeunesse africaine en ce domaine.

A cet égard, le premier « Sommet pour la jeunesse Climat » incite à l’optimisme. Par conséquent nous devons y répondre favorablement par un soutien appuyé et effectif.

Établir une solidarité internationale effective ; trouver des financements pérennes ; opérer un transfert qualitatif de technologie et de savoir-faire, tels sont les impératifs qui doivent nous guider pour que nous soyons à la hauteur de cette noble ambition climatique.

C’est là le sens de Notre engagement, pour le Maroc, pour l’Afrique et pour notre planète.

الأمم المتحدة – نيويورك – وجه صاحب الجلالة الملك محمد السادس، نصره الله، رسالة إلى المشاركين في أشغال  » قمة العمل المناخي 2019″، التي افتتحت أشغالها اليوم الاثنين بمقر منظمة الأمم المتحدة بنيويورك.

وفي ما يلي نص الرسالة الملكية التي تلتها صاحبة السمو الملكي الأميرة للا حسناء رئيسة مؤسسة محمد السادس لحماية البيئة :

« الحمد لله، والصلاة والسلام على مولانا

رسول الله وآله وصحبه.

معالي الأمين العام،

أصحاب الفخامة والمعالي

أود في البداية، أن أوجه تحية إشادة وتقدير، لمعالي السيد أنطونيو غوتيريس، على مبادرته بعقد هذه القمة الهامة.

ذلك أن تدهور بيئتنا أصبح واقعا ملموسا، يشكل تهديدا يتعين علينا أن نتصدى له بشكل جماعي.

فبالنسبة للمملكة المغربية، رغم ضعف ما تنتجه من انبعاثات مسببة للاحتباس الحراري، فقد التزمت بخفض انبعاثاتها في أفق 2030 بنسبة 42%، في إطار المساهمة المحددة وطنيا في هذا الشأن.

وقد تم تعزيز ذلك، بإطلاق مسار إدماجي شامل لتجاوز هذه النسبة.

إذ قررت بلادنا، في شهر نونبر الماضي، رفع سقف طموحاتها، من خلال زيادة حصة مصادر الطاقات المتجددة، في إنتاج الطاقة الكهربائية وطنيا، لتصل إلى 52% في أفق 2030.

حضرات السيدات والسادة،

إن إفريقيا، التي تعاني من آثار التغيرات المناخية، ينبغي أن تحظى بالأولوية في عملنا الجماعي.

وفي هذا الإطار، أطلقت قمة العمل الإفريقية الأولى، المنعقدة بمراكش، دينامية غير مسبوقة، لاسيما من خلال تفعيل لجنتي المناخ الإفريقيتين لحوض الكونغو ومنطقة الساحل.

كما قام المغرب بتعاون مع البلدان الشقيقة في القارة، بإطلاق « المبادرة من أجل تكييف الفلاحة الإفريقية مع التغيرات المناخية »؛ إضافة إلى مبادرته مع إثيوبيا بتشكيل « تحالف من أجل الولوج إلى الطاقة المستدامة »، لفائدة البلدان الأقل تقدما، لاسيما في إفريقيا.

حضرات السيدات والسادة،

لقد قامت مؤسسة محمد السادس لحماية البيئة، رفقة شركائها، بإحداث « شبكة الشباب الإفريقي من أجل المناخ »، التي تهدف إلى إعلاء الحس القيادي والابتكار، وإبراز الدور الإيجابي للشباب الإفريقي.

وبهذا الخصوص، فإن « قمة المناخ الأولى المخصصة للشباب » تبعث على التفاؤل، وتتطلب منا أن نتفاعل معها، وندعمها بشكل إيجابي.

إن طموحنا في مجال التصدي للتغيرات المناخية يقتضي تضامنا دوليا فعليا، وتمويلات دائمة، ونقلا نوعيا للتكنولوجيا والمهارات.

ذلكم هو المغزى الحقيقي لالتزامنا من أجل المغرب، ومن أجل إفريقيا، ومن أجل كوكبنا.

New York (United Nations) – HM King Mohammed VI sent a message to the Climate Action Summit, which opened Monday at the United Nations headquarters in New York.

Here follows the full text of the royal message, which was read out by HRH Princess Lalla Hasnaa, Chairwoman of the Mohammed VI Foundation for Environment Protection:

« Praise be to God,

May peace and blessings be upon the Prophet, His Kith and Kin

Mr. Secretary General,

Your Excellencies,

I should like to pay a warm tribute to Mr. Antonio Guterres for convening this Summit meeting.

The degradation of our environment is now a tangible reality. It poses a threat that we must address together.

As part of its Nationally Determined Contribution, the Kingdom of Morocco, a country with low greenhouse gas emissions, has undertaken to reduce its emissions by 42%, by 2030.

An inclusive, comprehensive process has also been launched to reduce emissions beyond that figure.

As a result, last November, my country decided to continue accelerating its energy transition, setting the more ambitious goal of securing 52% of its electricity production from renewable energy sources by 2030.

Ladies and Gentlemen,

Africa, a continent which is suffering from the impact of climate change, must be a priority in our collective action.

In this respect, the first Africa Action Summit, held in Marrakech, set off an unprecedented dynamic, in particular through the operationalization of two African climate commissions, for the Congo Basin and for the Sahel Region.

Together with sister African nations, Morocco has also launched the African Agriculture Adaptation Initiative.

My country has also set up, jointly with Ethiopia, a « Coalition for Sustainable Energy Access » for the benefit of the Least Developed Countries, particularly in Africa.

Ladies and Gentlemen,

Working with its partners, the Mohammed VI Foundation for Environmental Protection has set up the « African Youth Climate Hub », which aims to showcase leadership and innovation, and to underscore the positive role of African youth.

In this regard, the first « Youth Climate Summit » provides reasons for optimism, requiring us to respond positively and lend our effective support.

Our ambition with respect to tackling climate change requires effective international solidarity, sustainable financing and a qualitative transfer of technology and know-how.

That is the true meaning of my commitment in this regard – towards Morocco, Africa and our planet.
